Summary of Changes – CIHR Application Administration Guide

The CIHR Application Administration Guide takes effect November 15, 2019 and replaces the CIHR Grants and Awards Guide.

The following is an overview of the content in the Application Administration Guide, as well as a description of changes, as compared to the previous guide.

Section Description of Changes

Part 1: About the Guide

Describes general information and regulations about  how to implement the Guide, including scope and applicability, order of precedence and compliance and consequences.

  • No new requirements or restrictions.
  • Replaces the following section in the CIHR Grants and Awards Guide (January 2019):

Part 2: General Requirements for CIHR Grants and Awards Application

Establishes high-level application  requirements and role-specific responsibilities that generally pertain to applications submitted to CIHR funding opportunities.

  • New format; No new requirements or restrictions.
  • Replaces the following section in the CIHR Grants and Awards Guide (January 2019):
  • Requirements and responsibilities are less prescriptive and less program specific, to ensure they are broadly applicable across CIHR funding opportunities.

Part 3: CIHR Applicant Eligibility

Details general eligibility requirements for standard applicant roles for CIHR funding opportunities

Part 4: Administration of CIHR Grants and Awards Funds

Details the requirements for institutions or organizations to administer CIHR grant and award funds on behalf of the nominated principal applicant, as well as the conditions under which CIHR issues funds directly to the nominated principal applicant.

  • No new requirements or restrictions;
  • Replaces the following sections of the CIHR Grants and Awards Guide (January 2019):
  • The categories of institution types designated as eligible to be the institution paid have been replaced with general requirements to administer funds for eligible institutions and options for non-eligible institution.

Part 5: Administrative Management of CIHR Applications

Details the general administrative requirements and conditions that enable effective and efficient management of CIHR funding competitions and the equitable treatment of applications.

Part 6: Electronic Application Submissions – Applicant Consent and Institutional Approval

Details applicant consent and institutional approval requirements for CIHR applications submitted through ResearchNet.

Part 7: Peer Review Grievances

This is a new directive that details CIHR's existing stance on peer review grievances and informs expectations as to the possible outcomes with respect to CIHR applicants, peer reviewers and staff.

Aims to support administering institutions with regards to verifying the eligibility of independent researchers in the nominated principal applicant role.

CIHR Guidelines on Complete Applications

Aims to support the vetting of eligible individuals in the nominated principal applicant role on CIHR grant applications, with guidance on how to apply CIHR’s independent researcher definition and the substantive role in Canada requirement.

Guidelines on CIHR Payment Practices for Grants and Awards

Aims to facilitate understanding of how CIHR issues grants and awards payments, as well as the types of application issues that can
potentially delay the initiation of payments.

CIHR Guidelines on Communication of Funding Competition Results

Aims to facilitate understanding of CIHR's general practices regarding communication of funding competition results.
