SPOR Network in Primary and Integrated Health Care Innovations: CIHR’s role

1. How will CIHR support the member networks? Will there be support for development of governance structures, partnership agreements and ongoing management and reporting?
It is anticipated that CIHR will support the member networks through an Initiative Management Office. It is recognized, however, that this will likely evolve based on the outcome of the workshop and ongoing discussions with the member networks and other funders.
2. How will CIHR ensure that the SUPPORT Units provide support to the member networks?
The SUPPORT Units are at varying stages of implementation, recognizing this; member networks are expected to reach out to their jurisdictional SUPPORT Units to better understand what services/resources are available to support the work of the network. SUPPORT Units are well aware of their requirement to support patient-oriented research within their respective jurisdiction as well as collectively across Canada, including the work of SPOR networks. CIHR has created a mechanism to link the SUPPORT Units; this should help facilitate the work of the larger Primary and Integrated Health Care Innovations pan-Canadian Network as multiple member networks will be working together.
3. Is there an expectation of where the matching funds will come from?
The overview of the Network Membership Requirements notes that a member network's partnership funding can come from a variety of public, private for-profit and/or private not-for-profit sources (e.g., ministries of health, social services, and/or education; provincial health funding organizations; health charities; private foundations, etc.). The only restrictions for the matching funds are: they cannot include other tri-agency funds and cannot be funds that were previously leveraged for other CIHR activities.
Matching partner contributions can include up to 25% eligible cash equivalent contributions and can be backdated up to one year prior to the Development Fund application deadline. The backdating of partner funds needs to be justified and detailed in the budget justification.
4. How can we maximize capacity of SUPPORT Units across Canada e.g., data analysis/methods, etc.?
A SPOR SUPPORT Unit Council (SSUC), comprised of the leads from each SUPPORT Unit, has been created to provide an opportunity for sharing and collaboration among SPOR SUPPORT Units throughout the development and implementation of this element of SPOR. The SSUC will focus on the following:
- Sharing information, best practices, tools and lessons learned;
- Discussing priorities and challenges;
- Identifying linkages across jurisdictions;
- Facilitating the collaboration among the SUPPORT Units;
- Provide a point of contact for new initiatives;
- Directing the work of the working groups; and
- Providing a venue for updates from other elements of SPOR.
As such, the Council will be an ideal platform to maximize the capacity of the SUPPORT Units in a unified, coordinated approach.
